E nd\u00ebrsa bota po p\u00ebrgatitet t\u00eb arrij\u00eb k\u00ebt\u00eb rekord t\u00eb ri, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb mbahet n\u00eb konsiderat\u00eb se tendenca globale drejt nj\u00eb popullsie gjithnj\u00eb e m\u00eb t\u00eb madhe fsheh nj\u00eb diversitet t\u00eb jasht\u00ebzakonsh\u00ebm t\u00eb zhvillimeve demografike n\u00eb nivel rajonal dhe komb\u00ebtar.<\/p>\n\n\n\n<p>Nivelet e lart\u00eb t\u00eb lindshm\u00ebris\u00eb si shtys\u00eb p\u00ebr rritjen e popullsis\u00eb globale jan\u00eb t\u00eb p\u00ebrqendruara n\u00eb nj\u00eb num\u00ebr gjithnj\u00eb e m\u00eb t\u00eb vog\u00ebl vendesh. N\u00eb fakt, tashm\u00eb 60 p\u00ebrqind e njer\u00ebzve n\u00eb mbar\u00eb bot\u00ebn jetojn\u00eb n\u00eb vende me lindshm\u00ebri n\u00eb ose posht\u00eb nivelit t\u00eb z\u00ebvend\u00ebsimit (2.1 f\u00ebmij\u00eb p\u00ebr grua). Numri i vendeve ku rritja e popullsis\u00eb ka ngecur \u00ebsht\u00eb gjithmon\u00eb n\u00eb rritje, madje, n\u00eb disa vende, shifrat flasin p\u00ebr ulje t\u00eb numrit t\u00eb popullsis\u00eb.<\/p>\n\n\n\n<p>Shum\u00eb nga vendet e Evrop\u00ebs Qendrore dhe Lindore, n\u00eb ve\u00e7anti, e kan\u00eb p\u00ebrjetuar tkurrjen e popullsis\u00eb s\u00eb tyre sidomos gjat\u00eb dekadave t\u00eb fundit \u2013 kjo si rezultat i disa faktore\u00ebve dhe efekteve t\u00eb kombinuara: nga lindshm\u00ebria e ul\u00ebt, tek vdekshm\u00ebria e lart\u00eb (ve\u00e7an\u00ebrisht tek meshkujt), si edhe niveli i lart\u00eb i emigracionit (kryesisht tek t\u00eb rinjt\u00eb e moshave riprodhuese). K\u00ebto zhvillime kan\u00eb krijuar nj\u00eb mjedis unik demografik n\u00eb rajon, q\u00eb, nga nj\u00ebra an\u00eb, mund t\u00eb jen\u00eb burim frike dhe ankthi, por, nga ana tjet\u00ebr, paraqesin aq shum\u00eb mund\u00ebsi dhe kan\u00eb krijuar hap\u00ebsir\u00ebn dhe nevoj\u00ebn p\u00ebr t\u00eb gjetur zgjidhje krijuese n\u00eb p\u00ebrgjigje t\u00eb ndryshimeve demografike.<\/p>\n\n\n\n<p>UNFPA po ofron mb\u00ebshtetje p\u00ebr vendet n\u00eb p\u00ebrpjekje p\u00ebr t\u00eb trajtuar efektet e ndryshimeve demografike, n\u00ebp\u00ebrmjet programit rajonal Demografi e Q\u00ebndrueshme, si edhe me prezantimin e Dekad\u00ebs p\u00ebr Demografin\u00eb e Q\u00ebndrueshme n\u00eb Konferenc\u00ebn Ministeriale mbajtur n\u00eb Sofje, n\u00eb dhjetor 2021.<\/p>\n\n\n\n<p>Nd\u00ebrsa i afrohemi \u00e7do dit\u00eb e m\u00eb shum\u00eb numrit 8 miliard\u00eb njer\u00ebz n\u00eb bot\u00eb, m\u00eb posht\u00eb po ju prezantojm\u00eb tet\u00eb veprime q\u00eb vendet e rajonit ton\u00eb mund t\u00eb nd\u00ebrmarrin n\u00eb p\u00ebrgjigje t\u00eb ndryshimeve demografike dhe p\u00ebr t\u00eb zbutur efektet e mundshme negative tek individ\u00ebt, shoq\u00ebria dhe ekonomia e vendit.<\/p>\n\n\n\n<p><strong>1. Sigurohuni q\u00eb njer\u00ebzit t\u00eb ken\u00eb aq f\u00ebmij\u00eb sa d\u00ebshirojn\u00eb<\/strong><\/p>\n\n\n\n<p>Sondazhet tregojn\u00eb se njer\u00ebzit n\u00eb rajon d\u00ebshirojn\u00eb t\u00eb ken\u00eb kryesisht dy ose m\u00eb shum\u00eb f\u00ebmij\u00eb, por shpesh, p\u00ebrfundojn\u00eb duke patur vet\u00ebm nj\u00eb f\u00ebmij\u00eb, ose edhe asnj\u00eb. Ky hendek midis d\u00ebshir\u00ebs p\u00ebr t\u00eb patur shum\u00eb f\u00ebmij\u00eb dhe nj\u00eb familjeje t\u00eb vog\u00ebl n\u00eb num\u00ebr, jep sinjalin p\u00ebr ekzistenc\u00ebn e barrierave t\u00eb r\u00ebnd\u00ebsishme q\u00eb i pengojn\u00eb njer\u00ebzit n\u00eb realizimin e lindjes s\u00eb numrit t\u00eb f\u00ebmij\u00ebve q\u00eb d\u00ebshirojn\u00eb.&nbsp;<\/p>\n\n\n\n<p>K\u00ebto barriera p\u00ebrfshijn\u00eb: kostot e larta (ve\u00e7an\u00ebrisht p\u00ebr p\u00ebrkujdesjen dhe edukimin), v\u00ebshtir\u00ebsit\u00eb n\u00eb krijimin e balanc\u00ebs midis pun\u00ebs dhe familjes, si dhe ndarjet gjinore n\u00eb kryerjen e pun\u00ebve, t\u00eb cilat diktojn\u00eb se grat\u00eb duhet t\u00eb p\u00ebrballojn\u00eb pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb barr\u00ebs s\u00eb kujdesit ndaj f\u00ebmij\u00ebve dhe pun\u00ebve t\u00eb sht\u00ebpis\u00eb. Qeverit\u00eb mund t\u00eb ndikojn\u00eb n\u00eb shembjen e k\u00ebtyre barrierave, duke shtuar politikat sociale dhe ato familjare, q\u00eb vendet e pun\u00ebs dhe pun\u00ebdh\u00ebn\u00ebsit t\u00eb jen\u00eb m\u00eb miq\u00ebsor\u00eb me familjen, duke luftuar pabarazit\u00eb e vazhdueshme gjinore t\u00eb shoq\u00ebrive dhe duke krijuar mjedise m\u00eb t\u00eb favorshme, sidomos p\u00ebr t\u00eb rinjt\u00eb, q\u00eb t\u00eb ken\u00eb besim tek vendi i tyre, tek komuniteti dhe ekonomia, si edhe tek perspektiva p\u00ebr t\u00eb planifikuar t\u00eb ardhmen e p\u00ebr t\u00eb krijuar familje n\u00eb vendin e tyre. Kjo k\u00ebrkon zhvillim progresiv t\u00eb qeverisjes s\u00eb mir\u00eb, forcimin e respektimit t\u00eb t\u00eb drejtave t\u00eb njeriut dhe garantimin e rritjes s\u00eb qendrueshme ekonomike.<\/p>\n\n\n\n<p><strong>2. Krijoni shoq\u00ebri ku njer\u00ebzit t\u00eb duan t\u00eb jetojn\u00eb dhe t\u00eb planifikojn\u00eb t\u00eb ardhmen e tyre<\/strong><\/p>\n\n\n\n<p>N\u00eb pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb rajonit, emigracioni ka sjell\u00eb ikjen e trurit, ka kontribuar n\u00eb uljen e popullsis\u00eb, ka p\u00ebrkeq\u00ebsuar mplakjen e shoq\u00ebrive dhe ka ndikuar n\u00eb normat e ulta t\u00eb lindshm\u00ebris\u00eb, pasi shum\u00eb t\u00eb rinj n\u00eb mosh\u00eb riprodhuese po krijojn\u00eb familje jasht\u00eb vendit. N\u00eb Bosnje dhe Hercegovin\u00eb, p\u00ebr shembull, nj\u00eb n\u00eb dy t\u00eb rinj, ose 47 p\u00ebrqind, thon\u00eb se po mendojn\u00eb t\u00eb largohen nga vendi p\u00ebrkoh\u00ebsisht ose p\u00ebrgjithmon\u00eb, zbuloi nj\u00eb studim i fundit i UNFPA. Sipas studimit, pak\u00ebnaq\u00ebsia me cil\u00ebsin\u00eb e jet\u00ebs \u00ebsht\u00eb nj\u00eb shtys\u00eb kryesore e interesit t\u00eb t\u00eb rinjve p\u00ebr t\u00eb shkuar jasht\u00eb vendit.<\/p>\n\n\n\n<p>Vendet duhet t\u00eb hartojn\u00eb politika dhe t\u00eb nd\u00ebrmarrin veprime p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar arsimin dhe perspektivat p\u00ebr pun\u00eb, t\u00eb zgjerojn\u00eb sh\u00ebrbimet publike cil\u00ebsore dhe aksesin n\u00eb strehim, t\u00eb rivendosin besimin e njer\u00ebzve n\u00eb institucionet publike dhe t\u00eb inkurajojn\u00eb t\u00eb rinjt\u00eb t\u00eb marrin pjes\u00eb n\u00eb \u00e7\u00ebshtjet publike. Emigracioni, natyrisht, nuk \u00ebsht\u00eb domosdoshm\u00ebrisht nj\u00eb gj\u00eb e keqe: ai hap mund\u00ebsi p\u00ebr t\u00eb studiuar dhe p\u00ebr t\u00eb fituar p\u00ebrvoja profesionale jasht\u00eb vendit, p\u00ebr t\u00eb m\u00ebsuar gjuh\u00eb t\u00eb reja dhe p\u00ebr t&#8217;u njohur me kultura t\u00eb ndryshme. Por njer\u00ebzit nuk duhet t\u00eb mendojn\u00eb t\u00eb largohen apo t\u00eb mos kthehen n\u00eb vendin e tyre, p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb mund\u00ebsive n\u00eb vend. N\u00eb fund t\u00eb fundit, \u00ebsht\u00eb p\u00ebrgjegj\u00ebsi e qeverive t\u00eb nd\u00ebrtojn\u00eb shoq\u00ebri ku njer\u00ebzit d\u00ebshirojn\u00eb t\u00eb q\u00ebndrojn\u00eb, t\u00eb jetojn\u00eb dhe t\u00eb ken\u00eb familjen q\u00eb d\u00ebshirojn\u00eb.<\/p>\n\n\n\n<p><strong>3. Fuqizoni t\u00eb moshuarit q\u00eb t\u00eb mbeten an\u00ebtar\u00eb t\u00eb sh\u00ebndetsh\u00ebm dhe aktiv\u00eb t\u00eb shoq\u00ebris\u00eb<\/strong><\/p>\n\n\n\n<p>Me lindjen e m\u00eb pak f\u00ebmij\u00ebve dhe me ikjen e m\u00eb shum\u00eb t\u00eb rinjve p\u00ebr t\u00eb punuar jasht\u00eb vendit, shoq\u00ebrit\u00eb n\u00eb p\u00ebrgjith\u00ebsi po moshohen. Shtoji k\u00ebsaj edhe nj\u00eb rritje t\u00eb sh\u00ebndetshme t\u00eb jet\u00ebgjat\u00ebsis\u00eb e nuk duhet t\u00eb habitemi q\u00eb rajoni po arrin me shpejt\u00ebsi pjes\u00ebn tjet\u00ebr t\u00eb Evrop\u00ebs ku, deri n\u00eb vitin 2050, af\u00ebrisht 30 p\u00ebrqind e popullsis\u00eb do t\u00eb jet\u00eb 65 vje\u00e7 ose m\u00eb shum\u00eb.<\/p>\n\n\n\n<p>Mplakja e shoq\u00ebrive ende shihet gjer\u00ebsisht p\u00ebrmes nj\u00eb lenteje negative: nj\u00eb k\u00ebrc\u00ebnim p\u00ebr shtetin dhe mir\u00ebqenien dhe nj\u00eb barr\u00eb p\u00ebr t\u00eb rinjt\u00eb. Megjithat\u00eb, mplakja p\u00ebrb\u00ebn problem vet\u00ebm kur institucionet nuk p\u00ebrgatiten dhe nuk p\u00ebrshtaten. Ka p\u00ebrfitime t\u00eb m\u00ebdha potenciale, kur njer\u00ebzit kan\u00eb akses n\u00eb arsim dhe kujdes sh\u00ebndet\u00ebsor gjat\u00eb gjith\u00eb jet\u00ebs s\u00eb tyre dhe hyjn\u00eb n\u00eb pleq\u00ebri me aft\u00ebsi t\u00eb dobishme dhe me sh\u00ebndet t\u00eb mir\u00eb, duke mbetur k\u00ebshtu pjes\u00ebmarr\u00ebs aktiv\u00eb n\u00eb ekonomi dhe shoq\u00ebri. Nocioni i mosh\u00ebs s\u00eb pensionit po b\u00ebhet m\u00eb fleksib\u00ebl dhe t\u00eb moshuarit po kthehen n\u00eb motor\u00ebt e nj\u00eb &#8220;ekonomie t\u00eb argjendt\u00eb&#8221; gjithnj\u00eb n\u00eb rritje, q\u00eb zhvillohet rreth nevojave dhe zgjedhjeve t\u00eb tyre.<\/p>\n\n\n\n<p>P\u00ebrjashtimi i pak\u00ebndsh\u00ebm i t\u00eb moshuarve nga shoq\u00ebria \u00ebsht\u00eb nj\u00eb tragjedi njer\u00ebzore dhe nj\u00eb d\u00ebshtim moral. Por, gjithashtu, kjo gj\u00eb i d\u00ebmton vendet nga ana ekonomike dhe shoq\u00ebrore. N\u00eb nj\u00eb rajon q\u00eb po mplaket me shpejt\u00ebsi, vendet nuk mund t\u2019i lejojn\u00eb vetes t\u00eb shmangin e l\u00ebn\u00eb n\u00eb pasivitet nj\u00eb t\u00eb kat\u00ebrt\u00ebn e popullsis\u00eb me aft\u00ebsit\u00eb, talentet dhe kontributet e tyre t\u00eb vyera.<\/p>\n\n\n\n<p><strong>4. Investoni n\u00eb politikat familjare (dhe sigurohuni q\u00eb ato t\u00eb mos jen\u00eb n\u00eb disavantazh t\u00eb grave)<\/strong><\/p>\n\n\n\n<p>Politikat e forta sociale dhe familjare jan\u00eb thelb\u00ebsore p\u00ebr t\u00eb siguruar q\u00eb njer\u00ebzit t\u00eb ken\u00eb numrin e f\u00ebmij\u00ebve q\u00eb d\u00ebshirojn\u00eb. Vendet shum\u00eb t\u00eb zhvilluara shpenzojn\u00eb midis 1 dhe 4 p\u00ebr qind t\u00eb PBB-s\u00eb p\u00ebr t\u00eb mb\u00ebshtetur famoljet. Nj\u00eb nga politikat m\u00eb efektive \u00ebsht\u00eb ofrimi i kujdesit t\u00eb p\u00ebrballuesh\u00ebm dhe me cil\u00ebsi t\u00eb lart\u00eb p\u00ebr f\u00ebmij\u00ebt, q\u00eb fillon nga mbarimi i lejes prind\u00ebrore dhe b\u00ebhet n\u00eb p\u00ebrputhje me orarin e pun\u00ebs s\u00eb prind\u00ebrve.<\/p>\n\n\n\n<p>Politikat q\u00eb mb\u00ebshtesin zgjedhjet e fertilitetit funksionojn\u00eb m\u00eb mir\u00eb&nbsp; n\u00ebse ato u p\u00ebrgjigjen nevojave t\u00eb ndryshme t\u00eb individ\u00ebve n\u00eb situata t\u00eb ndryshme jet\u00ebsore. K\u00ebto politika duhet t\u00eb lejojn\u00eb q\u00eb burrat dhe grat\u00eb t\u00eb harmonizojn\u00eb p\u00ebrgjegj\u00ebsit\u00eb e pun\u00ebs me ato n\u00eb familje dhe t\u00eb ofrojn\u00eb mb\u00ebshtetje financiare p\u00ebr familjet me t\u00eb ardhura t\u00eb ul\u00ebta. Provat tregojn\u00eb se politikat e cungta, t\u00eb fokusuara vet\u00ebm n\u00eb ofrimin e stimujve financiar\u00eb p\u00ebr t\u00eb pasur m\u00eb shum\u00eb f\u00ebmij\u00eb, ka gjasa t\u00eb mos ken\u00eb ndikim afatgjat\u00eb t\u00eb q\u00ebndruesh\u00ebm.<\/p>\n\n\n\n<p>Gjithashtu e r\u00ebnd\u00ebsishme \u00ebsht\u00eb t\u00eb sigurohemi q\u00eb masat e mb\u00ebshtetjes s\u00eb familjes t\u00eb mos ushtrojn\u00eb pa dashje aq presion mbi grat\u00eb sa ato t\u00eb t\u00ebrhiqen nga ndjekja e arsimimit dhe karrier\u00ebs s\u00eb tyre. P\u00ebr shembull, periudhat shum\u00eb t\u00eb gjata t\u00eb lejes s\u00eb lindjes, megjith\u00ebse n\u00eb dukje jan\u00eb nj\u00eb p\u00ebrfitim bujar, priren ta b\u00ebjn\u00eb m\u00eb t\u00eb v\u00ebshtir\u00eb kthimin e grave n\u00eb pun\u00eb pas lindjes s\u00eb f\u00ebmij\u00ebs. Politikat n\u00eb mb\u00ebshtetje t\u00eb familjes duhet t&#8217;i marrin parasysh k\u00ebto efekte dhe t\u00eb sigurojn\u00eb q\u00eb grat\u00eb dhe burrat q\u00eb punojn\u00eb, t\u00eb mund t\u00eb kryejn\u00eb pjes\u00ebn e tyre t\u00eb pun\u00ebve t\u00eb kujdesit dhe p\u00ebrgjegj\u00ebsive familjare n\u00eb sht\u00ebpi n\u00eb m\u00ebnyr\u00eb t\u00eb drejt\u00eb e t\u00eb barabart\u00eb.<\/p>\n\n\n\n<p><strong>5. Trajtoni stereotipet rreth roleve gjinore n\u00eb familje dhe shoq\u00ebri<\/strong><\/p>\n\n\n\n<p>Pabarazia e p\u00ebrhapur gjinore dhe stereotipet p\u00ebr rolet p\u00ebrkat\u00ebse t\u00eb grave dhe burrave n\u00eb familje, n\u00eb vendin e pun\u00ebs dhe n\u00eb shoq\u00ebri jan\u00eb faktor\u00eb ky\u00e7 q\u00eb i pengojn\u00eb njer\u00ebzit t\u00eb realizojn\u00eb aspiratat e tyre p\u00ebr t\u00eb krijuar familje e lindur f\u00ebmij\u00eb. Vendet me nivele t\u00eb ul\u00ebta t\u00eb barazis\u00eb gjinore priren t\u00eb ken\u00eb norma shum\u00eb t\u00eb ul\u00ebta lindshm\u00ebrie, edhe n\u00ebse vendi \u00ebsht\u00eb shum\u00eb i zhvilluar. Kjo, kryesisht, p\u00ebr arsye se pritet q\u00eb grat\u00eb t\u00eb p\u00ebrballojn\u00eb pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb kujdesit dhe pun\u00ebve t\u00eb papaguara n\u00eb sht\u00ebpi (n\u00eb Evrop\u00eb dhe Azin\u00eb Qendrore, grat\u00eb shpenzojn\u00eb mesatarisht 2.5 her\u00eb m\u00eb shum\u00eb koh\u00eb sesa burrat p\u00ebr kujdesin dhe pun\u00ebt e papaguara t\u00eb sht\u00ebpis\u00eb). N\u00eb nj\u00eb rajon ku grat\u00eb jan\u00eb t\u00eb arsimuara mir\u00eb, n\u00eb thelb kjo do t\u00eb thot\u00eb se grat\u00eb jan\u00eb t\u00eb detyruara t\u00eb zgjedhin ose pun\u00ebn ose familjen. Trajtimi i stereotipeve t\u00eb d\u00ebmshme dhe normave sociale k\u00ebrkon koh\u00eb, por p\u00ebrfitimet e mundshme jan\u00eb masive dhe shkojn\u00eb p\u00ebrtej perspektiv\u00ebs s\u00eb rritjes s\u00eb numrit t\u00eb lindjeve. Kur grat\u00eb marrin pjes\u00eb plot\u00ebsisht n\u00eb t\u00eb gjitha sferat e shoq\u00ebris\u00eb, pa pasur nevoj\u00eb t\u00eb heqin dor\u00eb nga lindja e f\u00ebmij\u00ebve, edhe vendet ka t\u00eb ngjar\u00eb t\u00eb rriten, jo vet\u00ebm n\u00eb num\u00ebr, por edhe n\u00eb mund\u00ebsi, stabilitet dhe prosperitet p\u00ebr brezat q\u00eb vijn\u00eb.<\/p>\n\n\n\n<p><strong>6. Ofroni mund\u00ebsi m\u00eb t\u00eb mira p\u00ebr t\u00eb rinjt\u00eb<\/strong><\/p>\n\n\n\n<p>Ndjenja e thell\u00eb e pasiguris\u00eb tek t\u00eb rinjve p\u00ebr t\u00eb ardhmen e tyre nxit nivele t\u00eb larta emigracioni n\u00eb k\u00ebt\u00eb rajon dhe kontribuon n\u00eb uljen e normave t\u00eb lindshm\u00ebris\u00eb.
